These are the things I can think of to try...

Power cycle your modem and router (unplug them for about 15 minutes then plug them back in)

Delete and recreate your 3DS's internet connection settings. (only if you can remember the security key and any other necessary settings!)

And possibly, you may have to turn of your router's firewall and/or create a DMZ and static IP for the 3DS. I have had to do this with both my Belkin router and Cisco router. This is a bit complicated and the method is different depending on the router you have.

I've done all of this.

But, why would I have to change it if I had been already logged in yesterday, and many days before?

This is kind of getting on my nerves. ;-;

This happened to me yesterday after the server came back up. It was fixed later that night, but it still may be because of the servers. (I had the same error code as you)
 
Well, talked to Nintendo for about an hour and all they did was troubleshoot.

No solutions to my problem whatsoever
