ahhh they can move if you're not at 10 yet! dom just asked to move (and just got adopted out today actually haha) and i'm sitting at my first 6 or 7 still ^^ but anyway,

Was Cookie your tenth move-in? I've heard that the tenth move-in won't ask to move out until someone else leaves, but I don't know if this is true! Something to consider though

I was about the ask the same thing as the poster above. So far I've done quite a lot of cycling in New Horizons and have never gotten my most recent move-in to ping.

Replying to both in one to save time haha! I dont think its always true because I had Alli as a last move in when I got her by accident (from TTing forward on an empty plot) and shes pinged me after an hour or so TTing! Maybe its different because Cookie was an amiibo move in? Idk how to explain it, because I bet you arent cycling in amiibos each time (idk though sorry if im wrong :c )

10 days forward, find a villager bubble, not what you want? 10 more days forward. Its the 15-day method but only 10 days. It only took me 15 minutes to get someone to want to move out the last time I did it

Sorry it took me a sec to respond, I was watching the vid! Ive heard about this before but I always stayed away from it because:

A) Force closing your game could cause data corruption, I do it rarely just in case
B) I dont like TTing far ahead, and I feel like I could mess up on which day to go forward and backward

But I'm getting desperate.. I just might try this too! Thank you for sharing!! <3

Less than 15 min and no he came a while ago. My 10th villager was the first thinking it was Antonio but I find him adorable so I done what the video said until I got one of my other villagers moving and I'm happy the second one was quillson. Its really easy to do!

Yup, 10 days forward, then just find someone who has a bubble, tell them yes or no-if yes you're done- if no then go forward another 10.

It's a slightly different method that involves less tt-ing. I discovered that the thought bubble resets 3 times a day, in much the same way that a crafting villager resets. It worked for me but I've not heard from anyone else who has succeeded. As with any method, some luck is involved, maybe I was lucky.

Another tip is TTing to 1pm, I always have the most people out at 1-1:30 but that's my villagers! Cookie keeps asking me to leave so I'm having the opposite struggle!

When I was resetting, I was doing 11am, 3pm, 8pm. You get a better chance if your target villager is up and about, so if your villager is always at home in the morning, then you can consider skipping the morning reset. Good luck!
