Pixel art is only different to any other drawing in that it is worked on pixel by pixel. Therefore you don't need any blending tools and a programme like MS Paint is all you need. Most people start by making a base which can be re used for different characters by changing the hair/face/clothes but I have seen people who have made pixel art without one and just drawn the character/scene pixel by pixel.
