Photoshop - How to make Neon Lines

Yes, you can do it with pictures.

It will look a bit odd if the picture was big though.

anyway, i'm downloading GIMP now, adobe CS4 is way to big for a trial :r
but does anyone know how you could make neon lines with gimp?
because i'm really diggin that whole thing
