Photoshop help.

It's doing it again and I don't know how i turned it off last time.

When I open photoshop my cursor is a hand and when I try to click another tool it stays as a hand.

How do I stop this its very annoying.

Sometimes GIMP gets screwed up too.
Try restarting your computer. That usually remedies the problem for me.
