After you have achieved a goal for one of the badges, how long does it take for Phineas to show up in your town? And is it true that he won't show up for awhile if you time travel?

How long did he take to show up for you?

He usually shows up imediantly! Once i go into a house or mainstreet.
Or sometimes the next startup/day

He usually shows up for me right away, too. It has to be clear weather, though!

On rainy days he's at home drinking soup by the fireplace with fuzzy slippers on and reading "The complete book of knots".
