So, the other day, Booker (and Molly) said that Phineas was in town. At the same time, Katie was too. Of course, I wasn't able to get a badge. But the next day, Booker said nothing of Phineas and I couldn't find him. I still can't. Do I have to wait until the next badge I'm due for to find him?

As far as I'm aware he will keep appearing until you receive the badge from him. There is supposedly a certain time of day he appears though, so perhaps you are looking in the wrong time period. Some people say its the weather that determines his appearance, indeed I never see him on rainy days.

He'll turn up eventually anyway, that is if he has something for you.

I believe he doesn't show up on rainy, snowy, and cloudy days. The weather has to be clear first.

He will only show up on clear days if he has a badge for you. He wont just randomly pop up.

You should have been able to get your badge anyway -- Phineas can appear in town along with another NPC (today he is in my town along with Saharah). He will keep coming back on clear days until you get your badge, so just look for him the next sunny day!

I got my badges. I guess I forgot that he doesn't like precipitation.
I know he can appear with other NPCs (I've seen him with Sahara and Joan at the same time), but I heard he doesn't appear with Katie.

I'm pretty sure I've had him with katie...but I wouldn't swear to it. Glad you got your badges!!

The first couple times I saw him I didn't know to ask about more badges...when I finally found I should do that he had 7 badges for me at once! <3 Phineas
