I went into Chief's house and he said his greeting and then said, "Oh, you would! Thank you! I just need them back before I go to bed!" Huh? Then he said, "I just need 4 signatures from any other town!" And, he said, "I just need 4 signatures from males only." I never even got an option, he never identified what it was about, and I've never heard of a petition under those conditions. It's called "Restore the Good Old Days." I'm going to see if it excludes females and if I only need 4, or if it was just completely glitched.

I've never seen the males only thing, but once I talked to Marshal and he said immediately said something along the lines of "Thanks, I need 6 signatures by the end of the day!" without asking first or saying what the petition was. I had to check it in my inventory, and the petition was "No More Documentaries."

Oh whoa, that's bizarre! I've had a petition glitch where I talked to a villager, had a completely blank text box, and after clicking forward, the villager said, "Thanks for helping me with my petition!" and just handed it over without me agreeing to it (I'm guessing the blank text box was the yes/no box). I've also read a post from someone else here who said they had a similar glitch, where they went up to a villager and they automatically started talking about needing 4 signatures for a petition that had never been brought up before.
So I guess petitions have some weird programming errors. In my case and in their case, the petition itself worked normally, though, and nothing bad happened.
I've never head of any glitches where they said they only needed signatures from males, though. That's the weird part. I guess it's just dummy text that managed to surface for whatever reason.

Four guys signed, Rudy being the fourth, and he said, "I hope you get all the signatures you need." I guess I'll take it back to Chief, but I think the 4 signature thing was a total glitch.

Yes it happened to me one time too! It was...Marshal I think? He mentioned that he'd need 4 signatures, from boys only.
I ended up getting 6 signatures, with some girls' signatures mixed, and he accepted the paper just fine.
It was only a dialogue glitch I think? Maybe it was a leftover dialogue that the developer forgot to erase...

Same thing happened to me! I spoke to Zucker, he said one of his usual opening phrases and asked what was up, I said "I just want to talk" or "I'm free" or whatever the option was, and suddenly he was handing me a petition like "Thanks so much for doing this for me!".
I was zooming through in Japanese and not really paying attention to what he said, but I'm sure it went straight from what's up to giving me a petition. There was no option to choose wether I wanted to do it or not. I thought maybe I wasn't paying close enough attention but now that I read this I know that it was the same thing happening!!
Since I wasn't planning on doing it anyway I didn't look at the petition or see how many signatures I needed. Now I wish I did to see if it was for only four.

Haha yes, it seems to happen quite rarely, I don't think I've seen anyone else mentioned it.
I think it was supposed to be a feature, but got cancelled. A shame, it sounds like fun to do
