Permanent Villagers (Marshal vs Julian vs Zell & opinions on Rolf)

Permanent Villagers:
How many of your 10 villagers are permanent members of your town?
In some ways, it keeps the game more interesting to allow villagers to cycle through (randomly or not) but on the other hand I feel it takes away from the authenticity of my town to change around villagers often.
I'm in a dilemma because it's time to start deciding who I want to stay ~forever~

I made some notes (like a total nerd) & came to the conclusion that 5 of my villagers are never leaving:
-Antonio
-Muffy
-Diana
-Tia
-Gayle

I have 5 spaces left but I currently have 3 different smug villagers & I need to choose only 1!!
-Zell
-Marshal
-Julian

I'm leaning towards Marshal; we have a bond, I love squirrels, and want one in my town but a con is that his house is right in front of Re-tail.
Julian's house is the one right next to mine & sticks out (also his interior is similar to Ruby's who is my ultimate dreamie & I don't like anyone to be too much alike)
I adore Zell but his house is the one on the other side of the waterfall, separated from everything, & again I don't like that he sticks out as I want to try and have all of my villagers together.

Also! I have a short list of who I want & hours of resets later Rolf has laid down his plot. He wasn't on the list but I couldn't make myself reset him. There aren't many tigers, and I dislike most of them, but there is a quality about Rolf that draws me to him. He looks very sad/grumpy & unlike some others I love the red around his eyes
How do you feel about Rolf in general? Compared to other tigers/cranky villagers?

Out of the 10 villagers in my town right now, 6 are never leaving:
-Bluebear
-Derwin
-Pate
-Molly
-Poppy
-Diana

The other 4 I'm not keen on are:
-Octavian
-Beardo
-Stinky
-Melba

As for Marshall, Zell, and Julian,
Since you have a good bond with Marshall already, that's probably who I would keep out of the 3. I'm not the biggest fan of Zell, imo I think Beau is cuter if you want a deer villager :3, but that's besides the point ^-^ With Julian, while he's a cute little unicorn .3., I feel like I would only really like him for his 'popularity factor' :/ With Rolf, he's a cutie ^-^ But, as I said earlier, you have the bond with Marshall :3 And, if you really like Marshall, I don't think the whole 'being right in front of Re-Tail' will bother you as much as you may think On the bright side, you can pass by his house and possibly see him every time you go to sell something

It's interesting to hear everyone's take on the subject. And I love learning about other villagers.

Rolf (he is called "Albino" in my game) is my first cranky villager after I got rid of the dreadful Wart Jr. (who I started with).
Rolf is definitely staying unless Fang or Roscoe magically show up in my town~!

I'm soooo excited to meet him but his room looks pretty dismal. I want to find something creative to do with it so I'd like advice on that too for anyone who can help in that area.
