Perfect town?

I can't seem to get a perfect town :/
Isabelle keeps telling me that my town is underdeveloped and that the citizens want more public work projects, although I already have

- 3 cobblestone bridges
- 2 yellow benches
- water well
- fountain
- 2 street lamps
- zen garden
- fence
- fire hydrant
- custom-design sign
- 2 face-cutout standees
- wind turbine
- round topiary
- 2 square topiary
- tulip topiary
- caf?
- campsite
- police station
- reset center

Also available and not yet build are
- fairy-tale bench
- park clock
- traffic signal
- caution sign
- do-not-enter sign
- tower

Which public work projects do I need to get a perfect town? Which did you built?
I'd appreciate your help^^'

If you're able to, try chopping down a bunch of trees, getting rid of flowers, etc.

Let me explain! In my experience, there isn't a set number of PWPs you need in order to get perfect town. What you do need, however, is a balance between PWPs and greenery (includes flowers, trees, and some PWPs, like the topiaries). If you have a massive amount of plants, you need a massive amount of PWPs, which I'm guessing is the situation you're in. However, if you have very few plants, you need very few PWPs.

I got Perfect Town, by accident, when I had maybe 8 PWPs (including stuff like the Reset Center, The Roost, etc.). I was in the same boat as you, Isabelle told me to make more PWPs. I decided to do some landscaping, and chopped down a bunch of trees, and I found a Jacob's Ladder within the next few days.

Otherwise, you can add in more PWPs from the "abundant living" section of this guide. I think that part of your problem is the fact that you have so many topiaries. They are PWPs, but they also count towards your greenery count, which you don't want to be raising.

I thought I probably had too many abundant living projects, so I built the topiaries recently.
