So a few months ago (january i think), I had a perfect town rating, and was able to get two jacob's ladders. Not long after, Isabelle told me the town was too cluttered with trash. (which doesn't make a lot of sense, because I hadn't put anything on the ground since I got the perfect rating.) But after that, she started telling me that the town is underdeveloped. (And that's what she's been telling me, up until now) And that's what confuses me a lot! Since I had gotten the perfect rating, I have placed over 5 new PWPs. (To add to this, I have also planted many more trees/bushes/flowers.)
So my question is, are there any more contributing factors to a perfect town that I don't know about? (If you need me to provide any more information, I would be happy to v_v)

If you have over 200 trees that can disrupt it. It's between 110-200 trees to get a perfect town.
I assume you'd have over 76 flowers too, but I just thought I'd mention that too.
No problem. Just to add, do you have anything buried (un-dug up fossils and gyroids don't count) in the ground, cause those count as trash too. I'm not really sure what else would be wrong so good luck, I guess!
Well i do know that it also affects your town rating if you do not have enough villagers. You can have up to 10 at a time, but anything less than that will begin to make your rating gradually decrease. I'm sure that also you have pulled up all of your weeds, you sound like a responsible player, but just in case you should maybe try looking for those too. They can be in weird places and corners of your town, just a suggestion.

Oh, that's good advice. A new villager actually just moved in today, so maybe that will make the score better? & I have the beautiful town ordinance in place, but I know that some weeds still pop up despite that.. I will try my best to look for them. Thank you!
