Perfect town quest

I ask Isabelle and she says this in blue:" Great galloping grasshoppers! Were I give this town a rating, I'd say that it's exemplary, old bean!"
The she says best town ever in white. Does it mean I reach the perfect town? I already have the golden water cand and flower clock. But this was 3 years ago. I wonder if my town is still in the same perfect town or not since I have planted few more trees and flowers. Thanks

Thanks very much^^ I was afraid I didn't have the perfect town since I didn't see any Jacob Ladder spawn in my town ever :| I wonder if this is due to all the roses I put as a border around the cliff

Yeah they spawn on the cliff so if there are objects blocking the very edge of the cliff they will not spawn. I had this happen to me before too!
