Sorry if the question has been answered before, but I can't seem to find the conclusion.

If you have a lot of designs placed down on the ground, will you still be able to achieve a perfect town? I'd test it myself but I'm currently trying to get the golden watering can. Thanks in advance for any help.
 
Yup. I have a path, then at least 4 lots of a water design as well as "decking" and I have perfect town.
 
Yes, you can. I earned my gold watering can while my town was heavily covered in patterns.
 
Perfect Town Requires approx 75-110 Fruit/Palm Trees, 75+ Flowers, No Weeds/Garbage and Fewer than 10 items on the grounds including fruit. Keep it perfect for 16 days and you get the can. My flower/tree numbers might be a bit off but Isabelle should tell you. Don't forget to leave room for daily dig-ups and fruit to drop.

EDIT: I almost forgot, you must have atleast 10 completed public works not including Museum Upgrade, Cafe, Reset Center, Campsite or Town Hall Upgrades.

Sorry to hijack thread but had another question about perfect towns.. Do I have to maintain perfect town status in order to continue growing more Jacobs ladders?

...and yes. Jacobs Ladders only appear when you have a perfect town.
 
I have the Beautiful Town Ordinance set into law for a few days, no Jacob's Ladder. I have already planted some flowers in patches, so I'm just gonna TT for one. Hope I can get one before silver watering can xD

I almost forgot to mention, you need 10+ Public Works. (Not including Buildings, Renovations or the Campsite.)
