Perfect town help! A quick question.

I've been playing AC:NL for a while now. It's been about a month, but probably longer in-game since I TT a LOT.

But, when I ask Isabelle about citizen satisfaction, she still has the same "This town is just getting started so there's a lot to go! This old man [Tortimer] will be keeping an eye out." phrase. Something like that.

Is that supposed to change? Is that just because my town hasn't progressed enough? If I start adding trees/flowers/pwps will the phrase change to something else? Maybe something more like "Whoa this town is a great place to live??" or does it stay like that?
 
As you started to add more trees, pwp and especially flowers, yes the dialogue will change.

Flowers is very important.
 
Plant a BUNCH of flowers and trees, and put down as many PWPs as you can. The message will change soon enough.
 
if you have most of the requirements down isabelle will start to guide you toward a specific goal, ex. , "this town is just getting started blah blah blah, and the residents feel that they are living on a landfill/need more pwp"
that means you need to pick up trash from the ground or build more pwp. you'll get it soon enough!
 
You need at least 10 PWP in your town (not counting ones like resetti center, fortune teller shop, museum shop, etc) and they have to be beneficial to your town. Illuminated ones, drilling rig, garbage can, are examples of pwp's that actually hinder your "nature points" but you want those points higher in order to get a perfect town. Also you need something like at least 75 flowers planted.

Instead try to get pwp's like a flower clock, flower arch, wind turbine, windmill, benches, fountains, etc. Hope I helped :)
