Mention of a post office is just vague enough for me to not be confident about this like I am Brewster and Redd. Because the villager could have just been shorthand referring to the mail service in the airport as a post office. Still, it is interesting, and I really would like to see those characters back. Everyone talks about missing Brewster, but Phyllis has always been the most amusing NPC for me. lol

We know all the old NPCs are going to return for Photopia at some point... so, given Leif is being reintroduced into the game very soon as an event NPC (and maybe even potentially as a travelling merchant or even as part of the next Nook's Cranny upgrade), I think they're going to bring back all the old NPCs that have amiibo cards in some shape or form.
In general, I think this fits in with the idea of building a community on a deserted island: it makes sense that at the start, things would be very limited and you can't do very much, but as time goes by more and more people get interested in coming to the island and eventually you have all the NPCs you'd have in an Animal Crossing game. I know Nintendo doesn't want people to blow through all the game's content in a month or so (like I did with NL) so it makes sense to have things added as time goes by, which although it's incredibly bad news for people with terrible wi-fi makes the game feel a bit more alive and varied than before.
I'm not sure if they're going to have shops or if they're just going to be event NPCs, but in the case of the post office people, at the moment we can only send two letters to friends and we only get shopping sent to us once a day... which could lead to the post office being brought back as a separate facility that has the same functionality as in previous games.
