Pefect town problem getting worse... :(

I made a topic not long ago asking for help because I had more than 11 demolishable PWPs and Isabelle still told me to build more, but she told me my trees and flowers were balanced.
So following the advice of users here I removed some flowers and 1 topiary (that count towards nature),
and added 4 new PWPs. A fountain and 3 benches.
But now it's even worse!
Isabelle is telling me that the town is underdevelopped and needs more work and more PWPs!
OMG!
I'm so confused it seems hopeless, I don't know what to do anymore.
I have 14 or 15 PWPs already not including the buildings or campsite, some of them that I don't even like,
my town looks uglier by the day trying to get this stupid rating and it's just getting worse...

I have the following PWPs:
I have:
- 2 cobblestone bridges (both built, not the original one)
- 1 suspension bridge
- 2 log benches
- 1 yellow bench
- 1 fountain
- 2 street lamps
- 1 fairytale bench
- 2 round topiaries
- 1 water well
- 1 zen bell
- 1 zen lampost
- 1 park clock

+ all the building ones but they don't count.

I think there needs to be a balance between 'nature' pwps and 'developed' ones (i.e like a certain ratio of topiaries to benches or something) in addition to having enough trees and flowers.

I'm not certain though, I've gotten all my perfect town ratings by accident. :c
 
Don't plant too many trees, spam more flowers. Flowers won't go wrong.
And as a poster said above some pwp will add negative to your rating.

I'm so confused, according to the guid I have everything right... Yet my feedback from Isabelle has been degrading.
 
i think you only need like 10-15PWPs for it to be considered modern. which PWPs do you have? i know i achieved my perfect town status with a bunch of street lamps lol

that's really weird. i'm pretty sure when i got perfect town i had the fountain, hot spring, water well, 4 street lamps, 2 benches, 2 bridges and maybe a few other PWPs. do you have a lot of things on the floor? i remember i think she complained about it being underdeveloped but then i cleaned up a bit...added some trees and plants then got perfect town. she's evil like that.

maybe update your dream code so we can help you more? :/
 
oh i just remembered this, do you have 10 villagers in your town? If you have 9 or less that will affect your citizen satisfaction too
 
I have 10 villagers and there's nothing on the floor...
I have beautiful town so no weeds or crap either.
I'm just SO frustrated I don't know what's wrong.

edit: Well now I have 9 but this morning I had 10, and the days before.

I have

1 wood bench
2 yellow benches
1 streetlamp
1 wooden bridge
1 cobble stone bridge (it was already there)
1 scarecrow
1 fountain statue

Funny thing is, after I put down the fountain statue Isabelle gave me the perfect town rating~
 
This isn't that difficult to me. Just keep making PWP's until your town is perfect. If Isabelle says it's underdeveloped, then you need more PWPs.

Ok but my problem is that the feedbacks are getting worse?
At first I had the almost perfect ones and now I have underdevelopped even though I'm ADDING pwps....
 
You can't actually just add pwps all willy-nilly. Although Isabelle told me I needed more PWPs, I got rid of some and gave up on the perfect town, and started to just arrange the town to look like the way I wanted it to. One day I walked past to see a Jacob's ladder near a cliff, and I had perfect town status.
