you need to have 20 visit in YOUR town in order for it to work.
traveling to others towns wont count.

but the good news is, you can your other villagers in order to contribute to your 20, as long as it's in your town.
i think a guide mentioned you can get her in your town, view her on like... 19 alts, and if you use your mayor on the 20th it SHOULD work but i don't remember 100%.
