Is he only triggered by collecting scallops? I've collected like 2 and I'm pretty sure he's 1 a day.

Yup he only will show up once a day.

He’s automatically triggered when you find a scallop

I noticed he will show either after catching your first or second scallop. Usually first, but sometimes, on the second catch. He'll give you a mermaid DiY, clothing or pearl and he will only appear once per day. He's probably the best source for pearls. You can catch them by diving but it's rare.
