Only 7 villagers in my cycling town

So Baabaras plot appeared in my cycling town....I TT 5 days and T-bone is in boxes, but Baabara did not officially move in, it is still a plot. So I TT i year, T-bone is gone and Baabara still has not officially moved it, it is still a plot and I only have 7 villagers. I thought the game would never go below 8 villagers,

Has anyone else had this happen? And any idea what I should do?

Stop TTing for awhile to see if that will get her to finally finish moving in.

not 100% on this, but I think you need to TT to the next day to get her to move in, rather than multiple days at a time. but that doesn't explain how you're having villagers moving out when you're at less than nine villagers. and not only that, but seven. that's definitely strange. after baabara moves in, see if you get a random ninth anytime soon and if you get another mover/ping. there's a chance your whole town could be glitched, as I think I've seen this happen before. you may need to reset, but I'm not sure D:​

Thank you for your replies. I was shocked, when I realized that T-bone still moved and I was left with only 7 villagers. I did end up TT day by day, and Baabara did move in, and a 9th villager did as well, before another villager was in boxes. If I knew how to take a pic of my town map I would have.
