One villager not moving out?

I'm trading with someone and I need to get Marshal in boxes. I've been tting 3 days ahead and then back to today and every villager has pinged me to move numerous times except Marshal.

Am I doing something wrong or is this just bad luck?

I heard sometimes if a villager has an item up for sale in Re-Tail they won't leave. Maybe that's it?

I've had villagers move that have their stuff in Re-Tail.

If Marshal is your 10th villager, then he will likely stay put. The general consensus is that 10th villagers hardly ever move. But, judging by your signature, this isn't the case.
I've been trying to get Cookie out for fiveever and she hasn't pinged once, while other villagers, newer and older, have pinged many many times. It's just the luck of the draw, or lack thereof.

Best way to do it is TT 2 days forward, talk to everyone and if the Villager you want to move pings, there you go. If they don't TT 2 days back and try again. Also, if that Villager changes there mind, soft reset and talk to them again.
