Okay. So, a couple days ago, I forced out Hopkins with another Amiibo card because I hated where he plotted. Today I got him plotted after using him to force out Flurry.

Anyway, once I loaded my game on my mayor, Isabelle let me know that Kevin is leaving.

HOW IS THIS POSSIBLE? I guess that just forcing out villagers with an Amiibo card/figure doesn't change if another villager is already planning to leave. I'm so confused...

Yeah, and I'm pretty sure you can move out two villagers at the same time depending on the circumstances. Like if your town is full and someone is in boxes (naturally), you could scan an amiibo to put another villager in boxes. The game won't let you choose the one who's about to move out so you can have both of them in boxes on the same day.

Letting someone move in (or out) through amiibo doesn't override the process of a villager who's moving out naturally.

Unfortunately, it sounds to me as though Kevin was already planning to leave. If you were time travelling to get Hopkins situated and to get Flurry out, there's a good chance Kevin decided to move naturally during that time, and never pinged you about it.

I love your sig, by the way.
