Yeah, I worry about this as well. Though I get why it's programmed like this - so that you log in daily and play - but sometimes you can't due to work or school etc.
The game kinda forces you to go through every villager, lols. I think it wouldn't hurt that game if there was a sure fire way to keep villagers and a way to move out villagers. The game has a variety of villagers for different tastes anyway, so I think it's okay for a player/mayor to be allowed to keep the ones they want. I don't think everyone would want the exact 10 villagers in their town.
Currently it's scary because you have to constantly worry if someone is moving when all you really want to do is play around and talk to them. Even if you have a daily relationship with a villager, they will still want to move out. Which kinda doesn't make sense. What if a relationship meter/bar to help keep up the affiliation with that villager. So if it goes to low, then they will want to move but if it's really high then they'll stay. There's no way of telling at the moment - or maybe it's "hidden".
But I don't think it will hurt the game if in the future there is a way to keep villagers from moving (or an affiliation meter) and a way to evict villagers. The game encourages trading of villagers and there's nothing wrong with that. Look at Pokemon, you can trade pokemon but you don't have to worry about them moving out.
I think if you have spent the time to "gather" your villagers, then I think it's reasonable to have a method for you to keep them. It makes sense that if you don't have a relationship with a villager that they'll leave and if you have a close relationship with a villager, they'll stay.
