Once the moving in sign has gone up can u change villager?

Kabuki is moving out and the sign has just gone up for Rosie to move in...once the sign has gone up and I signed in as Mayor can I not change if I log in as new player?? Have I done the damage now?? (I already have two peppy villagers)

If there's already a plot for them, you can't change it once you've started the game as mayor /:
But some people on the forum are looking for Rosie! You might be able to trade her for another villager~

No. Once you load up the game, it's saved. You would have had to make a new character before playing.
