Try TTing day by day and water all the flowers, pull all the weeds each day. That's what I did to make up the last like 30% or so I was missing for the permit.

Lol xD I just bred my own blue rose. I was aiming for more orange ones but it popped right there. Mah third one (my other two were bought so I'm not a master)
I have about 32 black roses. Lol xD
