old villager in my main street?

celia moved out and she was voided bc i wasnt on tbt at the time. and now shes in main street?? is she just visiting??? is this normal??? do any villagers that move out do this?????

It's normal. They'll just wander around on Main Street and in the shops. I have several old villagers that just wander around there.
