The oldest ones I can think of are "Cowabunga!" from TMNT, the original My Little Pony theme song, and the CareBear Share attack-thingy. All of them are from the mid 80s - the early 90s.
I call my local Government Department of Human Services the Vogon Office, but I find myself having to explain it often.
