When a villager moves out, you have to wait until 16 more villagers move out after that to get that specific villager back. So s/he's trying to cycle through 16 villagers so Muffy can move back in.

No, they don't just show up in your town again sadly... but they won't move in randomly or through Wifi/StreetPass until you've cycled 16 more out.

If it's your original villager, they will remember you when they move back in, which is kinda cool

It is first come first serve generally speaking. Since only the villagers people lined up for were Bob and Coco i haven't had to really reserve anybody that i actually got. You can have her if you're around when she moves out.
