I'm sorry to hear that. The closest I've been to that feeling was when I kept hearing gossip from villagers about another villager asking to move, and it took me several attempts to get her to ping me. When she finally did, she said she was going to move in 3 days.
If you don't mind me asking, which method are you using to move villagers out that made you lose two villagers you wanted to keep?
I know how you feel, I lost Barold in my 2nd town, and tried to cycle for him. I lost a dreamy (I think it was Celia). I kept going and lost another! I did not want to risk the chance to lose another so I restarted my town. So worth it at the end. When you start cycling make sure you DON'T move a dreamy out.
Ahh I'm sorry to hear that just cycle villagers through until you get 16 (I suggest keeping track!) and you can get them to move back. At that point, all you have to do is find someone who will give (or sell) you Fuchsia
