Not recieving spotpass item for tomodachi life...help please?

I did restart many times...however I finally have what I want and my DS won't receive the spotpass item..

Do I need to delete my digital copy and redownload it??

No, you go to setting in the Town Hall, and you select "Check Streetpass/Spotpass" or something like that.

I actually deleted the game from my DS and redownloaded it...because I don't want to miss out on this item.

I turn on spotpass correct? and when I receive the item, the shop pops up. Neither has happened..if I am doing this wrong, I will take any suggestions.

Mine hasn't opened yet..and when I go to the town hall to check if there are any available items, it says there are no special items. It should open when I receive the uniform.

Oh, well then thats the problem, you have to wait for it to open, im sure it says how to open it when you click on the grey square

Yeah it says it will open when I streetpass someone or recieve a spotpass..which I have done neither..I was thinking I would spotpass by now
