You just said one that started with a C, you didn't say it had to be a specific one.
Cochinchina is not a country and never was. The people there weren't called "Cochinchinese". Same with Funan. Here, I'll give you a hint. It starts with C and ends with A. It was in Southeast Indochina.
Well that actually all depends on your definition of a country. If yours is a united people under one rule occupying a plot of land, then it works fine.

I narrowed it down to 6 pokemon but I do not see how any are like a juice maker except for shuckle (which isn't part of the list since fire is not super effective to it)

One of them is right, though.
Well each one has hair, and each can learn perish song, and none were from the fourth generation. If I had to guess one it would be jynx, it has the most obvious hair and it is more human like than Misdreavus's.
