None of my villagers are moving out?

So I have a newly restarted second town. I have got a 100% approval rating from my villagers and I currently have 10 villagers. I saw two dreamies that were up for sale on the villager trading plaza and I needed to TT a villager out. I've currently TT'd to October so far and none of my villagers have moved out or even pinged! A villager has talked to me about rumours (which is apparently a sign of when a villager is thinking to move) but still nothing! I TT'd back to current time and started TT'ing forward again and nothings happening. I've even tried TT'ing 2 days forward and 2 days back and that's not doing anything either! I've used my second town as a cycle town before and I had no problem with that so I'm really not sure what the problem is. I love my new town and I've obtained so many dreamies through plot resetting and I've grown so many hybrids, I really don't want to restart my game . Has this happened to anyone and are there any solutions for this?

Hmm, I'd say just wait a while. Let the days pass naturally, if it still persists I might start to worry but not right now. Just be patient, they're probably just really happy. Your town must be really nice.

Have you tried TT day by day? It's takes longer but it usually budges stubborn villagers.

Then I suppose you should keep at it. I remember trying to get Beau out and I had to TT over a year.

How long has it been since number 10 fully moved in?

Usually after a move in, you won't get a mover for 2-5 days. In extreme cases, I've gone 10 without a mover. Assuming you hit a mover on that 10th day, they'd need another 5 to box up. So there's 15 days of a kinda "dry" period. If you've happened to miss some rumors and pings, chances are you could be in that dry period and you should talk to your animals more and go for pings.

What rumors are they spreading? Are you getting a lot of lines about "wanting the latest gossip" and "spreading my new record" and "it's best to see something with your own eyes before spreading it" ? If you're getting rumors based on you (YOU'RE A TIME TRAVELER IS DAT TRUE?) that basically means nothing and doesn't hint towards anything.

Ensure you're speaking to your animals A LOT. Most of the time you'll get rumor dialogue within 2-3 conversations but I've had stubborn moments during my cycling ventures.

Finally, this is mad far-fetched, but ensure that all 10 of your villagers have successfully moved in. Ages ago, before the Fire Nation attacked, there was a forumgoer who posted about having an "invisible plot." This prevented both move-ins and move-outs due to the game endlessly processing said plot. I highly doubt this is the issue, but be safe and ensure everyone is accounted for in your town.

I would think either you missed a rumor and someone's in their 5 day wait, or you've hit what I like to call "The Perfect Town Curse" where your town is so damn lovely that everyone literally doesn't wanna leave. As I said, I've gone 10 days with no movers, to the point where I was scouting with a new villager every day because damn that paranoia haha.

Just double check, be thorough, and keep TTing. I doubt anything's wrong and you should get a mover soon.

Hmmm...it's a newly restarted town,eh?When I start a new town,I always make sure this list of things are done and I'v never had a problem with villagers moving out:

-100 % approval rating
-10k down payment made on house
-get development permit
-make sure I've spoken to the villagers enough to finish the tutorial mode(the villagers are no longer telling me how to do the basic stuff anymore and are speaking normally)
-have at least nine villagers
