The campsite has nothing to do with it. The campsite villagers are just random, as far as I know, not voided ones. You may still have a chance but make sure to switch off SP until you make room in your second town.

I had streetpass on when Vesta left. Am I screwed than? Even if I streetpass with myself and no one else?

If you had it on when she left, then she most likely will go to your other town

UPDATE: I let my first town mayor visit my second town. I TT'd one day ahead, and I found Vesta's reserved plot! YES! I'm so happy!!! She took a one pear tree in the process, but I don't care!

If you haven't spoken to them in a while, and you have streetpass active, they can just move on their own.

dont touch your first town! cycle out someone in your second town and then open your first town, then visit your second town using your first town's mayor.

You have to talk to them all the time. Then they'll ping you as per normal.

I always have streetpass on and I've never had someone move out without pinging me first.
