No Public Work Projects

Has anyone else had this problem before where they're not getting any public work projects suggested to them at all?

I have perhaps 5 or 6 of them, two of them being the police station and the cafe, and I wanna make more progress on my town! I've been sitting here since yesterday and today spending hours going back and fourth between the water and my town and running across all of my villagers. I'm getting pretty desperate so now I'm running past them three times before going back and waiting more than ten minutes for each return, but none of them will give me a ping, not even for something like "Hey how are you feeling!" or "Have a shirt". They look for a second and then look away.

I've looked up a bunch of different guides, I'm certain I'm doing this stuff right. I'm going out as far into the ocean and away from land as I can, I check by all of them. Today isn't an event, I've talked to them all at least once today, I was even desperate enough to check the lovely phone but I'm not having an unlucky day or anything. I'm pretty worried. Every now and then I'll save and quit and come back on just to see if that fixes it. I haven't been suggested any public work projects in a very long time. Anyone else have experience with this?

Did you fill your pockets with flowers/tools/etc? Villagers don't buy or trade flowers and since your pockets are full they won't sell/give you stuff.

I feel as if I've been experiencing this too, but maybe I'm just not waiting long enough.

Yep, tried with and without. :c
This time I waited 30 minutes in the water before going back in and all of the villagers didn't do anything at all
I don't wanna give up, I really want public work projects, but..

Often times, when you're playing for an hour or more, villagers won't ping you. When that happens, you need to talk to one of them and they'll say something along the lines of 'you look tired. You should take a break', or anything like that. Then, the next villager that sees you after that will usually ping you. Try that if you've been playing for a while.

yes, that is probably what it is. i sometimes trap a villager i want to ping me by digging holes, but if i go to check on them and they don't ping me (and i KNOW the time is right), i will go talk to another villager and have them tell me i've been playing too long and then i can go back and the villager i want will ping me. that's part of why i like trapping them because then i know where they are and where their line of sight extends
