No Pascal?

Ok, so i've gotten like 3 scallops, and have yet to see pascal. Think he's not coming because of the fireworks? ; n ;

He doesn't come when the gates are opened, or when you're in another town.
He's offline only.

My friend's yet to see him either, it's cuz she plays online a lot

He also does not seem to appear on holidays, or if the shore is too close above you.

Might just be a coincidence, though.
