No option to buy a plot of land (ANSWERED)?

I'm sorry if this is stupid, but I can't remember how to buy a plot of land and all google is telling me is to talk to Tom Nook about infrastructure. There's no option there for a new plot of land. I wanna go island hopping dang it.

I'm a dumby. I gotta use the plot of land from my move out (which means I gotta move it later ugh).
