Same for me, I usally make the ceremonies to take place around 7 AM before I leave for school, and sometimes only the normals come to it. Once only Poppy came... Sweet old days :`)

don't worry.it happens to me tons of times.sometimes, villagers don't wake up by 8:30. also, usually, normal villagers will usually wake up really early so do you have any? I also had moose, a jock, wake up at 6:00 too.
