Nintendo 3DS Internet not working

Ok so I went into Internet settings and did the connection test and it says its successful. But then it says I'm not online so I can't add any friends. Can someone please help me? Thanks

The friend thing... play a game that uses online functionality (like, ACNL) and then while in the game, hit the Home button and add them, since it should say you're on the internet.

Mine does this, too

I went on ACNL and tried to open my gates at the train station but it doesn't work. Then I went on Friends List and it says I'm offline even though it says "internet" in blue

Hmm.. strange.. there may be something wrong with the actual router. If you're at home then go ahead and reset the router (just turn it off+on)

Nah, this is the server.
Me and a potential trader tried to trade not too long ago, and we're both experiencing this, too.
Looked it up, and apparently both the 3DS and Wii U servers are affected right now.
