Do you have to become mayor before villagers start moving out? Because seriously, nobody is moving out.

Ohhh the problem is that you have to have 9 villagers before they start leaving. 9 is when they start moving out, so they'll start moving out now that you have Flip, and then once someone moves out--It'll be in a state where someone will move in and not move out. Basically 8 villagers = move in time. 9 villagers = Move out time.
