New Villager from random town

So I’ve had 9 villagers for like a year now and Bones just moved in today. The weird thing is that he said he moved from a random town I’ve never visited before nor is it on my BFF list. Is it from streetpassing players through HHA?

I think I remember hearing that yes, you can get villagers through Streetpass. I never had it happen but I probably just had a full town whenever I left the house.
