New Town Questions

Hello, everyone.
I'm creating another town and my questions are as follows:
1) Is there such a thing as know starter villagers (villagers who don't appear at the creation of your town)? I would like to try for Beau but I don't know if he's a starter or not.
2) Will villagers not move out until you've received a 100% approval rating as mayor?

1. I have read that smug and uchi characters can not be starters, I assume everyone else can be.

2. that's how it worked for my friend with a 2nd town but not sure if it's a rule or just coincidence.

1.) Anyone except smug and uchi are fair game.

2.) Villagers will ask to move out once there are 9 villagers in your town. By the time you get 9 villagers, you should already have a 100% approval rating just by simply playing the game.

Uchi, smug, and octopi aren't starter villagers. Everyone else is fine. I've had Beau as a starter villager while reseting before.

Yes, no octopi as starters also. I reset over 50 times for Zucker and got pretty much everyone you can get except him

Beau is lazy so he's fair game as a starter. Don't settle until you get him! Good luck

That doesn't rule them out as starters, though. There are only three octopi villagers. Players have a 1/111 shot of getting an octopi as a starter.

Remember, too, that everyone was fully convinced that octopi could not be seen at the city in ACCF, but that was proven false.

I saw no octopi in my resets and I have heard of many others who have done the same as me and not gotten one. I am 99.9999% percent certain you cannot get them as starters. I've never seen anyone report getting an octopi as a starter in new leaf.
