New Town Question

I just started a new town after buying the digital copy, and was wondering if it's possible to invite villagers to move in before the town fills up? Or does it have to max out to 8 or 9 before you can go to other towns and ask to move?

You can start inviting villagers whenever. I invited Amelia in on my second day of my new town, she moved in as my seventh villager.
