So I've been wanting to get a fresh start on ACNL for a while now, but I'd like to have some stuff to start off with, but not everything that I currently have; it would take far too long to transfer, and I'd like the challenge of repurchasing some of the stuff that is available still in-game.

However, I don't exactly want to toss out all my things, especially if they can be used to kickstart the process of beginning a new town.

SO BASICALLY what do you guys suggest is a decent collection of items for a new player to start with in their town? Bell amount, any furniture to start, etc.?

I would say it depends on how many characters you plan on having. If you're just doing one, maybe 500,000-1 million bells (it'll be gone before you know it), your favorite furniture set, favorite outfit, and some perfect fruit to plant (you might have to buy some on here if your native fruit turns out to be different). You can buy all the tools you need to get started, get all of the tropical fruit on the island once it's unlocked, and you can start filling out your catalog with the bells you decide to keep.

Keep any axes you have, and also tools just as back up! It's so annoying at the beginning when you don't have a reliable source of axes and there are random trees everywhere. And I remember that time when I first started playing and I accidentally sold my net. Nooklings refused to stock them for a few days straight and it was really annoying.

Furniture doesn't really matter, but I'd take all of the dlc items just to catalogue them, and any rare unorderables that are really hard to get for you (like for me it'd be the region-locked items).

I'd say...maybe 500k, some bushes and tree saplings, and maybe some basic furniture like the minimalist things? Also basic tools are always a plus.

If you are going to transfer bells, you may as well transfer as many as you can. Otherwise the basic tools (shovel, fishing rod, net, axe, slingshot, watering can, megaphone if you use it, and a wetsuit). Maybe have a storage item and some kind of trash disposal item for your house. Save a basket of each fruit to for your new town. Any unorderables you think will be hard to obtain again (like DLC, sloppy set items, maybe some island stuff) but I'd leave the holiday stuff behind and get it again in your new town. It really just depends on how much you just want to pick up where you left off versus getting the experience of starting fresh.

I really prefer to chop all my trees down and then replant them all. But that's also probably not entirely sane. Need plenty of axes and saplings for that though.

From what I'm thinking maybe just ~1.5 mill (I have lots of bells ;_; ), non-NA DLC, and silver tools to start? And maybe some single hybrid pairs from my very favorite colors to kick those off.

What on earth do I do with all my surplus that I'm not taking though
maybe just do an open town giveaway on here?

You could try to sell all of the extra stuff and bells for TBT and use that to buy stuff for your new town. But if you're feeling generous / lazy the you could just give it all away.
