Just got a second town for cycling. Since I got my main town back in February, I barely remember anything as far as:
-When the pings start coming-- for anything (favors, moving, etc).
-When I got my 10th villager.

So these two little problems have me a bit stumped at the moment.
I just got a new move-in in my cycling town, making 9 villagers, and of all the time I've spent here--TTing and all, I've yet to get even one ping for ANYTHING the entire time. So I assumed it would make sense, since I had few villagers and I just started. But now that I have 9 villagers, do I really have to wait til I have a full town to get pings? After I got my 9th villager today, I went to plot reset again to see any newcomers after her. I see no one.

Since this would be my 10th villager, will they come the same way? Or does something else have to happen for them to come? And when I manage to get my 10th, will that finally be the time I start getting pings for anything?

You need to have the island unlocked IIRC to start getting pings. If you don't get the island you won't be able to get pings, regardless of approval ratings. Tenth villagers come thru StreetPass, adoptions, or campers only.

When you started your town did you talk to one of the villagers to get through the initial dialogue?

Pretty sure you have to talk to them a bit first before they start moving.

I've moved out villagers when I only had 8 so the number isn't the problem.

I just started a cycling town (Haven't done anything but get the 100% approval rate) and I have all ready had villagers ping to move out! So you definitely don't need torimer's island. But the 10th villager does HAVE to come from street pass, the campsite, or inviting one to move in from another town. Hope that helps some!

Sorry everyone! I somehow missed these pings, maybe I was rushing?
I'm now getting pings, thank goodness.

Thanks you guys for replying!

As you cycle, if you pass a lot of time without talking to the villagers they will stop pinging again. If you talk to them and they give the dialogue like "have you been avoiding me?/practicing dance moves/in a fight/etc" it means you weren't on speaking terms with the villagers.

As far as I can tell, they will only ping you if you stay on speaking terms with them. So, if you are playing just to cycle and not developing your town, it's very possible that they will pack up and go with only the notice from Isabelle on their moving day. Hope that helps!

Unless you want to control who moves out, you can actually cycle without ever talking to your villagers (as long as they're past their initial tutorial phase). Since my cycling town is separate from my main town, this is how I cycle:

- When someone is in boxes, I TT ahead 1 year, login, save and quit.
- I then TT ahead another year to get a new plot, login, save and quit.
- Then I TT *5 days* ahead to see who is moving out (Isabelle tells me when I log in). At this time I also see who moved in previously by looking at the list on the map (so I don't have to run around looking for plots).

I'll pause here if there is someone in boxes who someone will want, otherwise, I'll save and quit, then repeat.

I keep a piece of paper on my desk to keep track of my TTing so I know who is coming and going. For example, this is what it looks like:

+5 Julian in Boxes
13/14 Opal In
+5 Lolly in Boxes
15/16 Quillson In
+5 T-Bone in Boxes
17/18 Maple In
+5 Opal in Boxes
19/20 Camofrog In
+5 Charlise in Boxes
21/22 Drago In
+5 Anabelle in Boxes

When you get close to 2050, just cycle back to 2012 on one of your yearly jumps and continue the pattern.

If that makes sense. :) If you care about how your town looks, though, I wouldn't do this method until you get 100% approval rating and set up the Beautiful Town ordinance. That way, too, you can put a campfire right next to your house so when you login, you can catch any good villagers who might camp! (But note, the above method doesn't work with 10 villagers, or so I've heard, so you'll need to get back to 9 before continuing the cycle).

If you need any help, feel free to send me a PM!
