I have over 10 PWPs, tons of trees and flowers but still my rating is average, that my town is barren and needs more PWPs. I tried putting in extras (benches, clocks etc), had about 15 but with still the same rating so I demolished the random ones. My dream code is 7300-3967-5568. Any help or feedback would be much appreciated.

Well you do have tons of flowers, but I think you need more trees. It seemed kind of sparse to me. If you don't want more trees in your upper area, just plant more coconuts/bananas on the beach. And you might want to add a couple more PWPs; ten doesn't sound like enough to me.
