So, I made a new town for cycling but the villagers are not moving! I already have the development permit, and a pwp so they should move out by now right? Well, they aren't. I tted months.. days.. years.. weeks.. And nothing! Everyone is still here. How?! How can I get someone out it's really annoying. Please help me.
 
Is your villager approval rating at 100? Are you out of the tent? I think these things affect whether or not they move.

Also do you have 9 villagers?
 
Like I said, I have the development permit. (You need to have a house and 100% to get it) and I have 9 villagers.. :/
 
Are you tting one day at a time? I remember that it took around 10 days (one day at a time) for my first villager to move out in my recent cycle town...
 
It's so weird. I have no idea why nobody would move...
OH wait I know! If you TT too much without talking to your villagers they won't ping, you have to start a conversation with them and they'll be like "Wow, [player], it's been a whole month without seeing you? I missed you", stuff like that.
Maybe it's that? If not I really don't know.
 
Well, I played like this in my last town and they moved out without talking to them.. I have no idea why nobody wants to move..
 
Use this method:
TT 1 Year, load the game and save and quit, TT another year then load and save and quit, then TT 5 days. It's a quick method!

You are guaranteed a move in and a move out.

I already tried that method in my last town, and that wasn't working.. I already restarted so I can't get it back. :(

Doesn't that assume that a villager is already 'in boxes' before you start?
 
Yes, I believe so! There is a guide for that method here on TBT and it says that you need to have a villager in boxes
