it's called a signature. You can make a thread in the TBT Marketplace and I'm sure a member will be happy to make one for you for some TBT bells, or maybe for free idk.

If you're interested in making your own, all it takes is a Japanese site to get the villager sprites:

And an editing program such as Photoshop (Or whichever you prefer to use)
I'd suggest paint.net since it's simple to use.

Now the rest is up to you to make your own layout.
Just find premade signature backgrounds and add the villagers on it
