That's a bit vague, so it's sort of hard to help you based on that, but I can try to give some tips.
Good luck!
- Plan out your town map exactly. You can use a drawing program or something like Excel (I actually have my town as an example here). Making a map can take a while, but once you have one, you can keep it forever and edit it if you're no longer happy with what you have. It's also nice since you have a much better overview of your town, and can plan out exactly how things will look.
- If you have the Dream Suite, visit dream towns for inspiration. You can also look at screenshots of other towns, but it might help to be able to walk around and get to see everything yourself.
- Experiment! If you don't want to waste bushes and trees, you can start with flowers and see what you like, what looks best.
- Pick a theme. This can be anything from colors, to some sort of fantasy theme, to something based on your favorite show. Pick PWPs and villagers that fit your theme, and use flowers and bushes that match the colors.
- Switch out your villagers. Maybe it'd be nice to have some new people in town.
- If all else fails or you just are generally unhappy with things in your town, maybe consider restarting, and get a clearer idea of what you want to do before you start working. It might be hard to start again, but a new town is a clean slate, and you can probably find someone to hold your items and possibly some of your villagers so you don't completely have to start over.

What do you need help with? Do you have any plans for any parks or flower beds in your town?
I recommend getting rid of the flowers you don't need. If you're planning on breeding hybrids, take a few of each type and plant them on the beach, then dig or sell the rest. You can keep other flowers too if you're planning on using them in decoration. Just get them out of the way and remember that you can probably buy them or breed them again.
You can just chop down the trees. I recommend doing this after having plotted your paths, just start laying them down and chop the trees that are in the way. Set aside some area for your fruit trees if you want to do lots of changes, so they'll be out of the way. With the others, if you decide that you need more you can buy saplings at the flower shop or bury money bags.

The only problem is I can't start I don't have a good axe.

You could probably find someone with a golden axe to come to your town, just ask around in the Train Station, or possibly Re-Tail.

I'd be willing to help chop down trees, I have a golden axe. Not willing to give it, but i can go chop trees for ya if you like. ^ - ^
Edit: I also have fruit if you want to use them to replace the trees you need to cut down. Mostly pears, and a handful of everything else but lemons.
