Need help convincing someone to move in!

I have Lolly in my campsite and my town is full but Marshal is moving out soon. The weather is raining and I keep tripping and after changing my hair nothing has changed. Im worried that my bad luck will scare her away from moving in since ive spent about a hour trying to get her to come live here. She hasnt offered once. Does that mean she cant move in at this time? Please help!

That's a good question... you have 10 villagers correct? I could be wrong, but I don't believe she is able to move in if your town is full. I'm sorry! Lolly is such a cutie.
