Need clarification on using Amiibo cards

So I thought by using the NFC reader, and scanning the amiibo cards through Whisp, the villager would then appear in your campsite. But instead you just talk to them right there? The who does come to your campsite then? Is it the Amiibo figures? Thanks!

Only the special characters like Wolf Link/other Zelda characters, Splatoon, Monster Hunter and Sanrio as well as the Welcome Amiibo villagers goes to your campground (choose "come and play" whenever).
