I think the person who made that list thought the exceptions could be because it's tied to zodiac (not month) or it's different between each hemisphere?
But it's generally true, yep. One for your birthday and one for the month of your island's creation. That's why some flowers were so hard to find around release!

Idk if this has anything to do with it but back when I was resetting I was trying to figure out how to break the roses mums cosmos chain and did it JUST ONCE when I ended up with windflowers but couldnt replicate it again.
Thinking back on it I think its because I made a different switch user and put a diff birthday (not october) plus changed the bday in game as it was a theory of mine too. (so it could have been because the user, or ingame bday not sure)
My question Is, is it possible it’s tied to switch user bday and not in game bday? For those who are saying this doesn’t check out, is your in game bday the same as the one you put for your switch user?

My birthday is June 21st and I have two islands and I also reset a lot to get my second map and airport/fruit combo. I basically consistently got Roses, it was difficult to not get them! But I also got Tulips and Lillies a few times too. So it holds true for me.
One thing to consider is whether hemisphere could also be a factor? On one occasion I was trying to pick a Southern Hemisphere Island and I changed my birthday to July 1st (just for research lol, I am v happy with Roses). I got Mums then, which doesnt fit your list. But it was SH, and my usual ones above that fit are Northern.

When I was resetting for maps, I found cosmos, mums and lilies. I’m an August baby. With Leif though, I don’t think native flowers matter much anymore.
